President Nicușor Dan signed on Tuesday the decree appointing Dacian Cosmin Dragoș as judge of the Constitutional Court of Romania, for a nine-year term, which begins on July 13, 2025. Dacian Dragoș is a university professor at the Faculty of Political, Administrative and Communication Sciences, Babeș-Bolyai University, and was part of the team of lawyers who defended Romania in the Roșia Montană trial, which Romania country won, according to Romania Journal.
The nomination of Dacian Dragoș “was made in accordance with the constitutional powers of the President of Romania, provided for in article 94 letter c), art. 142 paragraphs (2), (3) and (5) of the Constitution of Romania, according to which the President appoints three of the nine judges of the Constitutional Court. The Constitutional Court is renewed by one third of its judges every 3 years”, the Presidential Administration announced in a press release.
According to the cited source, Dacian Dragoș “is a recognized personality in the field of administrative and European law, beneficiary of the prestigious European Marie Curie scholarship, at Michigan State University (2005-2006), and World Bank expert in the field of public procurement (2020-2023)”. He is a university professor at the Faculty of Political, Administrative and Communication Sciences and doctoral supervisor at the Faculty of Law of Babeș-Bolyai University in Cluj-Napoca.
“With a remarkable academic and research activity and a consistent contribution to the drafting of the Administrative Procedure Code (2006-2008 and 2020-2021) and the Administrative Code (2010-2011), Professor Dragoș has been involved in national and international projects regarding public administration reform and the rule of law, and is known for his balanced and scientifically substantiated positions. Dacian Cosmin Dragoș was for three years a legal expert in the Romanian team in the Roșia Montană arbitration dispute and in other arbitration disputes,” the Presidency’s press release further states.
During 2016-2017 and 2020-2023, Dacian Dragoș was the president of the National Council for Ethics of Scientific Research, Technological Development and Innovation.
“Through this nomination, the President of Romania reaffirms his firm commitment to the proper functioning of public authorities, the independence of the judiciary, respect for the rule of law and the consolidation of the role of the Constitutional Court as guarantor of the supremacy of the Constitution,” the Presidency’s press release states.
